Women started shaving their legs because of a nylon shortage. When Du Pont introduced nylons in 1939, they became hugely popular. Women loved how they could make their legs looks great by simply wearing them. But in 1945, Du Pont shifted its manufacturing of war materials to nylons and launched a big promotional campaign. This combination ended up actually being a bad idea. People got way too excited and Du Pont couldn’t keep up with the demand. This shortage even caused riots and fights. It took several months for Du Pont to ramp up their production to meet demand, but in the mean time the women who couldn’t get nylons decided to instead shave their legs, then draw a line up the back of the leg to imitate the seam that was always present in stockings of that time.
